The restaurant 2 West, in the Ritz-Carlton Hotel in Battery Park City, has barely a toehold on the island of Manhattan. One step back, and it would be bathing in the Hudson. By any measure, it qualifies as a restaurant off the beaten track. Persistence, though, will be rewarded with food of decent quality served in shiny, anonymous surroundings. The dinner menu is pleasant, if unmemorable.
