Do not live here!:
I have no personal interests in writing this post, I only wish to inform about the problems I had with an obsessive and incorrect landlord, in order to warn whomever is going to stipulate a contract with him.
I am an Italian girl and I came to Philadelphia last April to study. I found a sublet solution at Burlington House, 1321 Spruce Street.
I signed a contract saying that I had to pay 575 $ as soon as arrived: 50 for a sublet tax, 25 for a credit check and 500 as security deposit. The apartment was dirty, with cockroaches and mice, the kitchen cabinet and the closet door were broken, but the landlord always refused to fix them.
I shared the apartment with another girl, who had been there before I sublet. It is not possible to say that our life was happy and safe there: we had a very bad experience when a pervert entered the apartment to cut our underwear, the door locked was not broken suggesting that the pervert had the keys of the apartment… We obviously called police, but no one was charged for this crime.
My roommate and I really worked on making it a liveable and clean place, and we returned it as perfect as possible (as the landlord himself admitted when we handed him back the keys).
Our contract expired the 31st July and the landlord promised us to return our security deposit back within a month, as provided by the law. He was supposed to reimburse us 1900 $ by sending one check to one of us (he refused to write different checks, as it would probably be more correct). We waited until the 13th October and, only after asking to a lawyer to inform him of our rights and our commitment to see them respected, he finally sent the check. In the meanwhile I went back to Italy, and, playing on the distance, the landlord simply declared that my part was not a real security deposit… just a part of the lease!
Americans were always very correct towards me and I really felt at home while living in USA: no racism, no discrimination, just a lot of friends.
I wish now to return your sympathy by suggesting you to be very careful if you are looking for an apartment in centre city… especially on Spruce Street. DO NOT RENT at Burlington House, 1321 Spruce Street.
