Illegal HUD Practices & Tenant Discrimination:
The Property Manager, Rosa Cachucha, is involved in numerous illegal HUD activities. She authorizes maintenance to turn off the water without tenants prior notification. Her response is, "They don't pay for utilities. So too bad!".
She also permits ongoing drug activity. A tenant whose name will remain private, had a neighbor's family member drill a hole through her tub enclosure to peek at her while she was bathing. The tenant reported this to the Manager. The Manager informed the Management Company, A. White as to how the owner's son, George Gera, had removed the neighbor's shower enclosure and left without returning it to it's proper place. This allowed the "Peeping Tom" to drill into the tenant's unit. She provided a video to the Modesto Police Department showing the drill going through to her bath unit. Shortly thereafter, the tenant allowed a fugitive to enter her apartment. Several guns and drug paraphernalia were confiscated by the Modesto Police Department. Yet the Manager never requested for the tenant to be evicted for fear of a law suit due to the "Peeping Tom". Yet HUD Guidelines prohibit any and all use or distribution, even by means of your guest/s.
The Manager also disregarded HUD laws to provide Accomodations for an elderly tenant who suffered a medical condition. The Manager lied to the elderly tenant about proper placement within the complex. The Manager stated,"She gets on my nerves.".
The Manager also took it upon herself, rather than following HUD guidelines, when it came to qualifying and permitting a qualified applicant to move into the complex. A single female had applied to move into the complex. The Manager did not like the family relatives who were already residing at the complex and did not want the female to "join in". Documentation was forged to prohibit this female from residing at the complex.
The Manager makes many derogatory remarks about the tenants. Rosa Cachucha will refer to certain tenants as ,"crazy" if they are Mentally I'll. She claims there is no such thing as Mental Illness. She also makes remarks about "unwed mothers" . "Why don't they get married and stop living here for near free?.". Yet Rosa Cachucha was married to a 26 year old man when she was 13, due to teenage pregnancy.
Aside of Management personal issues, the property is run down. There are holes in the walls adjoining units. There is a horrific cock roach infestation that management will not address. The complex needs to be bombed, a special process, in which management refuses to pay for, claiming that "most of the tenants are pigs and will have it right back to the way it is."
