Lively and spirited, Ireland's Four Provinces has been a Washington favorite for years. Of course, its locationnext to the fabled Cineplex Odeon Uptown --certainly has not hurt business. Do not count on grabbing a quiet drink here. Irish bands play nightly, and the place is jam-packed on weekends. Sports fans love to catch the action on the pub's 100-inch (250-centimeter) TV screen.
