Its name is a tribute to Slow Food and the Mexican card game Lotería, and this affordable Carroll Gardens taqueria – a sequel to the Tulum original – sources its ingredients locally and offers a few surprises like raw bar–style oysters; fresh juices and NY State beers wash it all down.
