It is a blending of Texan and Mexican cuisine, which began sometime in the early 1900's. At the heart of it is the fajita. Mexican cowboys or vaqueros-who were paid partially with beef-created this staple. They grilled the meat, wrapped it in a tortilla with whatever fixings they liked and the fajita was born.
