Absolutely the worst towing company in Washington County:
I was a victim of this towing company. My friend did not mention that her apartment complex required a parking sticker for anyone parking overnight. She did not own a car so therefore was never made aware of this stipulation by her apartment property managers. I stayed overnight and went out the next morning to go to work and the spot I parked in was EMPTY! This parking lot was huge and most residents did not even own cars... There was NO REASON for them to tow my car. If anything, I was using the spot that the renter would have been assigned if she had a car. This place did not have marked or reserved spots. Complete scam. The owner of this company and his hench hogs should be shot. This company needs to be shut down. They are violating several laws and then depend on the driver's ignorance to not be aware of their rights and whatever the current towing laws are to stop these PREDATORS! 1 star is too many for these malicious law breakers.

Joke of a Business. Walking Lawsuit Waiting to Happen:
Absolute crooks. I parked in a space I believed was available. Within ten minutes they had taken my car and charged me $250 to get it back. I was in a complex helping some family move in, and had parked several buildings away, as it was the only spot available. Upon review there is some paint on the spot that is almost faded away completely that read it was reserved, despite all other spaces in the area having fresh bright white paint on them. They told me somebody had called them in to tow it, which is an obvious lie since NO company has that kind of turnaround speed, (towed within 10 minutes of parking, remember). I spoke to many residents in the community, they all confirmed the company "skulks around all the time" hoping to vulture somebody's car to screw people out of their money. When I called and tried to speak to the manager about the situation, she told me they "followed all state laws and I shouldn't act like a criminal" and then hung up. When I called back, it went to their answering machine. I can't believe how unprofessional this company is, and want to warn anyone and everyone about having any business with them ever, if you can help it.

Predatory Towers:
Recently I have unfortunately discovered a blip in the Oregon State laws regarding predator car towing. I would not be surprised if you folks have already been tipped off regarding this issue many times previously.

Unlike Washington and California, Oregon does not have clear-cut state laws that prevent predator car towing. In some areas of the state such as City of Portland, though, steps have been taken to stymie these practices. However, in Washington County--including unincorporated Portland/Beaverton areas such as Cedar Mills--predator car towing has remained widely unregulated. For reference, see the following blog:

It has been well documented that the company "Titan Towing"--lead by the infamous predator towing veteran Patrick Sanford--is perhaps the biggest, most cutthroat player in the predator towing game. Titan Towing now serves only in unregulated Washington County where low-income apartment dwellers serve as Titan Towing's "low-hanging fruit". Titan has been known to shift towing prices at will to match the expected payment capability of a particular car’s owner. Many accounts of their illegitimate, immoral practices are exhibited in their poor google and Better Business Bureau reviews. All the more concerning is the unconventional parking policies that apartment complexes in that area are using. There is a possibility--perhaps even a likelihood--that some of these complexes are financially profiting off the assist that they are dealing the tow truck companies. For example, the apartment complex Deveraux Glen in the Cedar Mills area, requires parking permits for nearly all parking spaces within the complex (aside from only a few visitor parking spaces near the office). Considering that traditional apartment complex parking policies generally only ask visitors to refrain from parking in under cover and garage-frontal spaces, this leads to many tows; especially when the tow companies are lurking in the shadows during the late hours of the night. Is there really a practical need for additional parking during these late hours anyway?

Now to my personal story. I entered the Deveraux Glen parking lot around 8 PM on September 15, 2014. I parked 2007 Honda Civic in an unmarked, uncovered spot (not in front of a garage) 100% expecting that I was parking legitimately. After all, this is the appropriate parking procedure in every other apartment complex I have been to. I will admit, though, that had I seen the tiny print on the sign regarding the parking permits I would not have parked there. Nonetheless I parked there and upon leaving the building around 10 PM my car was missing. When I called the tow company (Titan Towing) the man informed me that I would need to pay $335 to reclaim my car. $335!! At this point I was given a formal introduction to Washington County’s predator towing scheme. One key trademark of predator towing companies is the documented price shift that they will carry out from one customer to another. However, because the business is unregulated in Washington County they are unfortunately legally permitted to do this.

I gave Deveraux Glen a call the next morning (September 16, 2014) to ask them a couple questions regarding their parking policies and to inquire about their involvement with a towing company that is so renowned for illegitimate practices. At first they claimed ignorance. But when I brought up the Oregonian article they went into explanation mode; noting that they were aware of Titan’s reputation upon entering a partnership with them. While he agreed with me that Titan is morally corrupt, he noted that the apartment complex partners with them simply on the grounds that they are a law abiding company. Ultimately Wes--the maintenance manager in charge of property towing—told me “People like you get their cars towed and get angry. But they get over it. It’s like getting a ticket in a speed trap.” I informed him that in my opinion he is fundamentally wrong. Police do this to send a message that drivers need to drive slower for the safety of the whole. When I have been ticketed in a speed trap I have swallowed my frustrations and used my reasoning skills to identify with the bigger picture. In the case of predator towing, vulnerable, low-income citizens are targeted in order for slimy crooks to make a quick buck. There is no betterment for citizens, only exploitation. Wes actually agreed with me on that and admitted that some tow truck drivers—Titan included—are far from model citizens. He also said, though, that he doesn’t blame them for trying to make their business profitable, regardless of their ethical flaws. He says they tow people quickly and very often, but noted that he believes his permit parking system is flawless. I asked, “How can a system be flawless when so many people are being towed? Why, like in other apartment complexes, aren’t the spaces marked?” to which he was said that it is not Deveraux Glen, nor Titan Towing’s problem. When I informed him of the $335 charge, he was taken back. He informed me that the complex had come to an agreement with Titan in which they could only charge a maximum towing fee for non-residents of $295. He became flustered and assured me that upon communication between he and Titan I would pay no more than $295. In this aspect Wes was helpful.

Prior to picking up my car the evening of September 16, 2014 I spent much of the day researching state and city towing laws in an effort avoid becoming yet another victim of of Titan’s schemes. My most interesting experience with Titan came that evening during interactions with Patrick Sanford and one of his drivers. State law allows for a person that has been towed to pick up their vehicle at any time on a non-holiday weekday between the hours of 8AM and 6PM. We arrived prior to 5:30PM and were asked by the large statured driver on duty if we had an appointment. I responded that I wasn't aware that an individual looking to reclaim their vehicle needed an appointment prior to 5:30 PM on a weekday. The driver said it would be fine and he, my friend, and I sat down to complete the paperwork. At this point I informed him that I would be voice recording our interaction per state laws regarding voice regarding laws for permissible evidence in court. I told him that I wanted to record our conversation because I would be asking questions in an effort to ensure Titan had followed all of the appropriate legal procedures when towing my vehicle and deciding financial charges. The employee was noticeably offended by my statement. He said, “That is not allowed here and if you are trying to use a voice recorder than you need to leave.” in a mildly aggressive voice. When I asked him why the use of the voice recorder would not be acceptable he lost his cool. He stood up, puffed his chest, and demanded that we leave the premises immediately. He would no longer respond to me and kept aggressively saying "you need to leave now." We left the building and I attempted to contact the Washington County Police Department to mediate the situation so that I could get my car. They informed me that an officer would soon be returning my call. Shortly after, the driver silently left in his personal vehicle and locked the premises. I then called the phone number posted on the side of the Titan building and was connected with Patrick Sanford. I then engaged in an uncomfortable phone conversation that last several minutes with a hostile Patrick Sanford. Sanford claimed that I was lying about his employee cracking and storming off after refusing to assist me. I rebutted with the fact that my witness was there with me and could attest. He told me that my witness was meaningless in any capacity other than a court room. He adamantly claimed that I needed to pay a $35 gate fee on top of all other charges because I had not scheduled an appointment. I rebutted that according to state law I could acquire my vehicle between the hours of 8AM and 6PM to which he argued that I did not request to acquire my vehicle 30 minutes prior to 6PM. He claimed that I had no idea what I was talking about regarding state towing laws to which I responded by reading him the state law which--in addition to all other state towing and towing company laws--was in my hand. When I reminded him that I had come to his shop prior to 5:30 he claimed that I harassed and was unwilling to cooperate with his worker to which I reminded him of the actual events as well as the presence of my witness. I then explained to him the agreement between his company and Deveraux Glen Apartments regarding the maximum towing fee of $295 that maintenance manager Wes had informed me of earlier in the day. I requested that he come down to the shop so we could discuss matters. I told him that I wanted to ask him questions to ensure Titan had followed all of the appropriate legal procedures when towing my vehicle and charging me. At this time Patrick began to crack emotionally. He became very aggressive and claimed emphatically that I am an unintelligent person--amongst other shockingly unprofessional personal attacks--and that he is unwilling to negotiate with me, let anyone that has their car towed by Titan. He then asked me which laws his company breaks to which I responded that while I was uncertain as to whether his company commits illegal acts, they are surely an immoral organization that makes their business via the exploitation of vulnerable, low-income citizens. I requested to meet with him at a different date and time that would be convenient for him. At this point Patrick offered to release my car at the price of $295 and proclaimed that he would NEVER personally meet up with me "AT ANY POINT". I responded by informing him that I would be paying $295 and then seeking civil action simply because of his unprofessional and illegitimate behavior exhibited to not only myself, but countless others as thoroughly documented. He then stated that he does not consider morality as a valid element of human behavior with regard to business. At this point the police an officer from the Washington County Police returned my call and informed me that this was a civil matter and that I should only call him back in the event of a "yelling match or physical altercation." Shortly after, a different driver arrived at the property and informed me that per the owner's demands my friend would not be allowed in the building with me to make the payment and sign the paperwork. I gave Patrick another call to get an explanation for this. At this point he was seemingly fuming. He asked me why I needed a friend with me in his building and added condescendingly "What, are they your translator. Can you not speak English?? Can you not think for yourself?? Are you not smart enough??" I informed him that I would like to have them with me as a witness for legal reasons. He started yelling at this point. He yelled that it is "his business" and "his property" and that he gets to decide who gets to go in. At this point I asked him again if he could come down to the building to discuss matters with me. He responded by yelling, "I'll give you thirty seconds to go into my building alone and pay my driver or you can leave and you're not getting your car back!" I rebutted by asserting to him that it would be against the law to permanently refuse my car to me and that if he decided to do that we would need to get the police involved. He then yelled, "You now have five seconds!" I then asked him why he couldn't come down to the building to discuss the matters with me. He responded by telling me, "Because I don't feel like it, that's why." I then asked him what he was doing that was keeping him from coming and talking to me like a professional; does he live too far away? His response was "what does it matter what I'm doing? Why do you want to know??" He then gave me another five seconds to go pay his driver. I asked him to relax and then told him that I would pay his driver. Before the call ended he proceeded to say nasty, childish personal attacks to me before I hung up. Throughout our interactions Mr. Sanford was consistently unprofessional, condescending, and aggressively disrespectful. I remained calm and reasonable; I avoided responding to the name calling and aggressiveness he adamantly exerted. Both conversations were on speaker phone and can be confirmed by my friend that was right next to me the entire time.

I would enjoy seeing an investigation into Patrick Sanford and Titan Towing’s ongoing morally corrupt—not to mention exploitative—business practices. I am also wondering why businesses like Deveraux Glen are continuing to partner with Titan, regardless of the well documented descriptions of their scummy practices. Is there perhaps a cut secretly being kicked back to the businesses?
